Members of the Federal Reserve Board of Governors held a meeting to discuss the Volcker rule. The rule, a part of the 2010 Dodd-Frank Act, aims to curtail risky transactions by banning banks from making investments with their own funds for profit. It was named after former Federal Reserve Chairman Paul Volcker, who served during the Carter and Reagan Administrations. He argued that certain speculative investments played a role in the 2008 financial crisis. Each governor commented on the rule as they unanimously approved it.
