Panelists talked about the U.S. use of military force. Following the terrorists attacks on September 11, 2001, Congress gave the president permission to use force to hold accountable those who were responsible for the attack. This Authorization for Use of Military Force (AUMF) set no limits on time, location, or target, and has been invoked in support of operations in places such as Afghanistan, Pakistan, Libya, Yemen, Somalia, and others. Topics included newer warfare methods such as drones and cyber attacks.
