Four former chairmen of the Federal Communications Commission (FCC) testified on ways to improve the Communications Act, which was last updated in 1997. Much of the testimony focused on the impact of a District of Columbia Appeals Court ruling on broadband or high-speed Internet regulations made the previous day. The ruling said the FCC had the authority to regulate the industry, but had done so improperly, thereby nullifying the agency’s “net neutrality” rules. close
