John Sopko talked about an analysis by the Special Inspector General for Afghanistan Reconstruction (SIGAR) of U.S. funds directly given to the Afghan government. Mr. Sepko said the audits conducted by USAID determined that the 16 Afghan ministries the looked at “were incapable from a financial point of view from handling our money.” Topics included the amount of money given, the amount of money to be given in the future, and the SIGAR’s recommended measures to prevent waste, fraud and abuse. close
