James Dobbins gave the keynote address at a U.S. Institute of Peace event on the future of Afghanistan. Among his remarks he said not allowing U.S. and NATO forces to stay in Afghanistan could create more widespread violence and political disintegration. In addition, he stated that U.S. willingness to wait and sign a security pact with the next Afghan president provided hope, but that a delay could still prove costly. close
