The House debated for an hour a rule concerning two bills that call into question presidential constitutional authority to enforce laws:

· H.R. 4138, the Executive Needs to Faithfully Observe and Respect Congressional Enactments of the Law (ENFORCE the Law) Act is authored by Rep. Trey Gowdy (R-SC). It would allow the House or Senate by a majority vote to authorize a lawsuit against the White House for not enforcing federal law.

· H.R. 3973, the Faithful Execution of the Law Act, would require the Justice Department to inform Congress if the White House decides not to enforce federal law as well as provide justification for such a decision. close
