Michael Kirby, chair of the United Nations Commission of Inquiry on Human Rights in North Korea, gave the keynote address on the findings and recommendations that came out of a series of public hearings and private interviews on the situation in North Korea. The report detailed “unspeakable atrocities” committed with the knowledge of the government, including extermination, murder, enslavement, torture, and imprisonment. He called the meetings he would have during the week with members of the U.N. Security Council “a moment of truth” for the international community. Afterward he participated in a discussion with respondents at an event held at the Brookings Institution. close
