Panelists talked about the advancement of al-Qaeda and its affiliates and what the national security policy should be to combat the terrorist organization. They attempted to define al-Qaeda and outlined new threats posed by affiliate groups. The panelists agreed that al-Qaeda cannot be defined only by titles and leadership but by what they actually do.
