Janet McCabe testified on the Environmental Protection Agency’s (EPA) proposed carbon emissions regulations for existing power plants. The regulations would cut carbon pollution through a state-federal partnership and require power plants that burn fossil fuels to identify the best and cheapest way to reduce pollution. Ms. McCabe said that states have flexibility to decide how they want to reach the new target goals for carbon reductions by 2030. She added that If the state chooses not to do anything, the federal government would provide them with a plan to follow. close
