Panelists talked about factors influencing health insurance insurance premiums, state and federal regulatory roles in reviewing rates, and what could be expected in 2015. Jonathan Gruber, an economics professor at the Massachusetts Institute of Technology (MIT), said that the system created by the Affordable Care Act was better and more predictable than before. WellPoint Vice President Elizabeth Hall agreed with him, but stressed that the implementation of the Affordable Care Act was challenging, and that the variations between states and within states presented challenges as well. close
