Curtis Dubay and Beth Osborne talked about a proposed 12-cent increase in the federal gas tax by lawmakers to help generate revenue for the Highway Trust Fund, which was expected to run out at the end of the summer 2014. Mr. Dubay argued that while he believes the tax is a fair one, over 25 percent of the revenue it raises were diverted to other uses; therefore, he does not support raising it until the funds were used solely for roads, bridges, and infrastructure.
