President Obama talked about improving the state of the middle class thorough better jobs and preparing Americans with skill sets for those jobs before signing H.R. 803, the Workforce Innovation and Opportunity Act. The bill reauthorizes the Workforce Investment Act of 1998, which provides supports to adult education and job training. Vice President Biden introduced the president and presented him with a road map to obtaining the highest-skilled workforce in the world developed by Congress that President Obama had requested during his State of the Union address. close
