Secretary Hagel outlined the administration’s approach that includes expanded airstrikes, additional U.S. personnel in Iraq, and training Syrian rebel forces opposed to ISIS. General Dempsey said he supports the president’s strategy but added that if building a coalition fails, his recommendations could include ground forces.
