Foreign Secretary Philip Hammond spoke at the annual Conservative Party Conference in Birmingham, England. He spoke about the United Kingdom’s foreign policy priorities and its strained relationship with Russia, saying Russian President Vladimir Putin had chosen a “path of confrontation.” On combating Islamic State* militants, Mr. Hammond said it was right for the U.K. to support the coalition’s targeted airstrikes against the group.
