Government advocates talked about possible reforms to the congressional ethics process. They focused on the findings of the group Public Citizen’s newly-released report on House and Senate ethics investigations. The panelists said that while the House of Representatives' *Office of Congressional Ethics (OCE) does not have subpoena or enforcement powers, it is not part of the House, and its reports become public. Efforts for reform to a similar outside process in the Senate had thus far been rejected.
