Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) officials testified on chemical facility security. In 2013, President Obama, in response to the West, Texas fertilizer plant explosion of April 2013, issued an executive order directing federal agencies to improve the security and safety of chemical facilities. The witnesses provided specific steps for improving ammonium nitrate safety, getting information to first responders, and updating the Risk Management Plan.
