Law professors discussed the Deferred Action for Early Childhood Arrivals (DACA) program created by the Department of Homeland Security to exercise prosecutorial discretion in favor of certain undocumented youths who came to the United States as children. Topics included challenges to the legality of the program and implications for cooperative or uncooperative federalism provoked by resistance by some states to DACA.
