Witnesses testified at a House Transportation and Infrastructure subcommittee hearing on being better prepared for disasters and improving disaster recovery efforts. Federal Emergency Management Agency (FEMA) Director Craig Fugate talked about being prepared for the reality of disasters hitting major urban areas and taking post-disaster costs to astronomical levels. He called for pre-disaster mitigation, citing aging infrastructure and buildings lacking insurance as reasons for the increasing costs after natural disasters. Witnesses talked about the importance of building codes that could avoid the necessity of expensive rebuilding.
