Ronald Reagan announced he would seek the Republican nomination for president in the 1980 election. He made his announcement in a recorded video from New York City. He spoke about states' rights, saying “We haven’t been observing that 10th Article of late,” referring to the 10th Article of the Bill of Rights. He also discussed the U.S. economy, calling for reduced federal tax rates and restoring incentives. The former governor also addressed U.S. foreign policy, saying “if we do not accept the responsibilities of leadership, who will?” close
