Afghan President Ashraf Ghani addressed a joint meeting of Congress. He thanked lawmakers for the money they had appropriated for Afghanistan over the years and acknowledged the American taxpayers who provided it. He paid homage to the 2,200 U.S. servicemen and -women who were killed in the war and the thousands more who were wounded, and thanked the U.S. aid workers who built schools, wells, and cured the sick. But he vowed that his war-wracked country would be self-reliant within the decade. He also talked about the time he spent in America, noting that he was in his World Bank office in Washington. D.C., when the first plane smashed into the World Trade Center on September 11, 2001. close
