Following Senators Dan Coats (R-IN) and John McCain’s (R-AZ) floor remarks on the House-passed bill to extend expiring provisions of the Patriot Act, Senator Rand Paul (R-KY) attempted to get the remaining Democratic time, but Senator McCain objected. Senator Paul then appealed the chair’s ruling. When he did not get a second, he asked for a quorum call, forcing all senators to report to the floor. After a few minutes, the other side gave in and gave Senator Paul the time. close
