President Obama spoke about changes following the completion of the Hostage Policy Review, including that the government would no longer threaten to criminally prosecute families of American hostages who paid ransom to terrorist groups. The president said hostages and their families “should never feel ignored or victimized by their own government.” The new policy also included better coordination and engagement with families of hostages, the creation of a Hostage Recovery Fusion Cell, a hostage response group, and a new special presidential envoy for hostage affairs. close
