President Obama signed a three-month funding extension for highway and mass transit programs, criticizing Congress for what he called a “hand-to-mouth” approach to funding the nation’s transportation needs which he said freezes construction projects and creates uncertainty. He called on Congress to work in a bipartisan fashion to pass a multi-year highway funding bill and reauthorize the expired Export-Import Bank charter. close
