Secretary of State John Kerry took part in a flag-raising ceremony at the U.S. embassy in Havana to mark the re-establishment of diplomatic relations between the U.S. and Cuba.I n his remarks he said the U.S. remained convinced that the people of Cuba would be best served by a “genuine democracy” and stated that lifting the embargo would require congressional action.
