Secy. Eagleburger and Mr. Funk briefed reporters on the inspector general’s report on the investigation into the passport files of then Democratic presidential nominee Gov. Bill Clinton, his mother, and independent presidential candidate Ross Perot. Mr. Funk said that he suspected that while the White House did not instigate the search into State Department passport files, the White House knew about the search and hoped the State Department would find information detrimental to the presidential bid of Gov. Clinton. The report blamed lower level State Department employees for beginning the search, and said people in Washington had been “salivating” for information that would help the re-election efforts of President Bush. close
