Gov. Bill Clinton spoke in a news conference to announce his appointments for secretary of commerce and White House chief of staff. With the vice president-elect behind him, Gov. Clinton announced that Democratic National Committee chair Ron Brown would become Secretary of the Department of Commerce, and Gov.
