North American Free Trade Agreement Canadian Prime Minister Brian Mulroney spoke to an audience in Ottawa shortly after signing the North American Free Trade Agreement. In his remarks, which were punctuated several times by brief speeches from protesters, the prime minister lauded the agreement, which is intended to boost economic trade between the U.S., Canada, and Mexico by lowering trade barriers between the countries.
