Arms control scholars spoke in a forum sponsored by the Arms Control Association on the forthcoming Bush-Yeltsin summit to sign the START II arms control treaty. Earlier in the day, the president announced he would meet with Russian President Yeltsin in January to sign a treaty to reduce the total number of nuclear weapons in the arsenals of the U.S. and Russia.
