President Bush and President Yeltsin signed and exchanged copies of the START II Treaty, followed by champagne toasts during which the two heads of state walked about and touched champagne glasses with members of their delegations. Both presidents, seated at a table with their respective press secretaries, gave speeches describing the development and probable effects of the treaty. Mr. Yeltsin spoke first, detailing the end of the Cold War and commenting on his friendship with President Bush. President Bush spoke on similar topics and specifically praised President for his bravery “when you climbed atop that tank.” Their remarks were translated by translators standing at podia at either end of the table. Following their remarks, questions from press representatives were answered by both presidents. The program was carried by Russian National Television, whose announcer commented by voiceover on the initial activities of signing and toasting. His comments, in turn, were translated into English by voiceover. close
