President George H.W. Bush and President Boris Yeltsin signed and exchanged copies of the START II Treaty. Both presidents, seated at a table with their respective press secretaries, gave speeches describing the development and probable effects of the treaty. Their remarks were translated by translators standing at podia at either end of the table. Following their remarks, questions from press representatives were answered by both presidents. The program was carried by Russian National Television. close
