The National Review Institute sponsored a summit for American conservatives in which major American conservative figures spoke on national issues. Elliott Abrams, former Assistant Secretary of State under President Ronald Reagan, and Caspar Weinberger, former Secretary of Defense, also under Ronald Reagan, discussed the future of U.S. military policy, warning against a stringent cutback on military spending. Jack Kemp, former Secretary of Housing and Urban Development, spoke on conservative principles, including fiscal restraint and equal opportunity programs. The speakers leavened their remarks with humorous pokes at the Clinton administration and each other. close
