President Bill Clinton and Governors Roy Romer (D-Colorado) and Carroll Campbell (R-South Carolina), both two officers from the National Governors Association, spoke following the meeting between the president and the governors in the White House. President Clinton expressed the urgency in solving the nation’s health care burden, and announced that the Department of Health and Human Services would streamline the Medicaid waiver process to allow the states greater flexibility in serving the public. close
