Four Bills were taken up Under Suspension of the Rules whereby non controversial measures and resolutions bypass the committee process and are brought directly to the floor where a two thirds of the membership is required for passage. One of the measures was to place warning labels on toys that small children could choke on and a requirement that the Consumer Product Safety Commission to develop a Federal safety standard for bicycle helmets. Another measure would protect the jobs of civilian merchant mariners when they are called to serve on military vessels in time of war and the other bills deal with farmer’s bankruptcy protection and pension benefits. Debate on the bills ensued after one minute speeches. close
