Foreign Minister Kozyrev spoke to an audience on the current constitutional crisis taking place in Russia. Earlier in the week, Russian President Yeltsin decreed that following five weeks of “special presidential rule,” a referendum would take place for a new Russian constitution, president, and parliament. The Russian Congress of People’s Deputies challenged his actions, which were declared unconstitutional in a ruling by the Russian supreme court. Foreign Minister Kozyrev endorsed President Yeltsin as the best guarantor of continued democratic reforms, and downplayed fears of civil war in Russia. close
