President Bill Clinton spoke to a meeting of the American Society of Newspaper Editors (ASNE) at the U.S. Naval Academy on the foreign policy stance the U.S. was taking upon entering the upcoming U.S.-Russian summit in Vancouver, Canada. He related the struggle for democracy in Russia with the economic challenges facing the U.S., and said the U.S. would try to ensure that its aid to Russia would be long-lasting reforms with tangible results for the Russian people.
