Former FBI and CIA Director William Webster spoke to a gathering of police personnel on law enforcement tactics to be adopted in preparation for possible civil disorder in the nation’s cities. He referred to the civil disorder which occurred in Los Angeles, California, one year earlier, in which riots broke out after the acquittal of four white police officers charged with the beating of black suspect Rodney King. Mr. Webster discussed how law enforcement teams handled the Los Angeles riots, and how law enforcement agencies might improve upon previous efforts. close
