The subcommittee heard testimony from Mr. Talbott, special adviser to the Secretary of State on the new independent states of the former Soviet Union, and Mr. Hutchings, State Department adviser on Eastern Europe, on the Clinton administration’s proposed humanitarian aid to the states of the former Soviet Union. In their remarks, the two diplomats stressed the necessity to keep democracy alive in Eastern Europe, and spoke on the political situation in the newly independent states in the region. close
