Political science and legal scholars talked about the relationship between Congress and the other branches of government, including how the distribution of power has changed. Topics include the contention that the continued use of Continuing Resolutions had caused issues with Congress’s ability to effectively govern the executive agencies, therefore allowing bureaucrats to keep expanding their powers with little or no oversight.
