House Speaker Paul Ryan (R-WI) briefed reporters and responded to questions on his party’s legislative agenda. He focused on efforts to pause the intake of Syrian refugees following the November 13, 2015, ISIL* attacks in Paris. He told reporters the bill to address this issue that the House was voting on later that day was the first step and that new measures were not a “religious test,” but rather a security test.
