President Clinton announced his choice of Lee Brown, former chief of police in Houston, Texas, to head the Office of National Drug Control Policy in a ceremony in the White House Rose Garden. President Clinton lauded Mr. Brown’s performance as a law enforcement officer in cities around the nation, his sensitivity to the concerns of citizens, and his innovative programs for community policing.
