John Ciaccia, Foreign Affairs Minister for the Province of Quebec, spoke to members of the Canadian-American Business Council about the passage of the North American Free Trade Agreement. He described Quebec as an industrialized, business-oriented society open to the trade opportunities NAFTA makes possible. Minister Ciaccia said NAFTA will bring stability and prosperity to the continent. He also addressed the issues of unfair wages, poor working conditions, and environmental damage that opponents of the agreement fear. close
