Assistant Secretary of Labor Daniel P. Moynihan talked about the details of his 1965 report, “The Negro Family: The Case for National Action,” in which he examined the causes of black poverty in the U.S. He placed much of the blame on the increase in African-American families headed by single mothers. The report also highlighted the negative legacy of slavery, and persistent racism and discrimination against blacks. close
