Panelists talked about the relationship between corrupt and inept governments and the rise of extremist groups such as ISIL.* They discussion focusing on public perceptions of Iraq’s government as revealed in the report published the previous day by Mercy Corps that surveyed Iraqis from 2013 to 2015.
