Panelists talked about the relationship between corrupt and inept governments and the rise of extremist groups such as ISIL.* They discussion focusing on public perceptions of Iraq’s government as revealed in the report published the previous day by Mercy Corps that surveyed Iraqis from 2013 to 2015. The event “Iraq: Can Good Governance Erode Support for Militants?” was held at the U.S. Institute of Peace. Beza Tesfaye contributed from the audience.
