The Chicago Council on Global Affairs hosted a debate on the military’s use of drones as part of the nation’s counterterrorism strategy. Notre Dame University Law Professor Mary Ellen O’Connell blamed the rise of ISIS* on the use of drone strikes while DePaul Law School Professor Alberto Coll defended their use. Both are former Defense Department officials. Ivo Daalder, Chicago Council on Global Affairs president and former U.S. ambassador to NATO, moderated.
