1789 Debate Over Chief Executive Title Kathleen Bartoloni-Tuazon talked about her book, For Fear of an Elective King: George Washington and the Presidential Title Controversy of 1789. When George Washington was elected chief executive in 1789, Congress was unsure of how he should be addressed. He was commonly known as “His Excellency” until the title was officially changed to “President” because of concerns that the position would become too much like a monarch. She spoke with Professor Denver Brunsman. close
