The Supreme Court heard oral argument in Wittman v. Personhuballah, on whether Virginia lawmakers unlawfully considered race when drawing lines for congressional districts. The case centered specifically on Virginia’s 3rd Congressional District, represented by Representative Bobby Scott (D), the state’s only black member of Congress. Two Virginia voters challenged the district redrawn in 2012 by the Republican-controlled legislature as a violation of the Voting Rights Act. They argued the legislature packed black voters into Representative Scott’s district, thus lessening their voting power in other voting districts. A federal court ruled the map was racially gerrymandered and issued its own redrawn map. Republican members of Congress appealed, arguing that the court-implemented map harmed their chance for re-election. close
