The Federal Communications Commission held an open meeting on proposed rule changes that would allow consumers to buy cable set-top boxes instead of renting them from cable companies. Commissioners approved the changes by a 3-2 margin. The commission also adopted a proposal to improve the quality of video programming closed captioning and agreed to launch an inquiry on video programming diversity. close
