A subcommittee of the Senate Homeland Security and Governmental Affairs Committee examined the Affordable Care Act’s CO-OP program that established nonprofit, member-controlled health insurance plans, of which more than half of the original 23 had become insolvent. Committee members heard from officials from the Centers for Medicare and Medicaid Services and talked about the oversight process, allegations of mismanagement and the prospects for any of the startup loans to be repaid. Another witness was a health care analyst from the Wharton Business School. close
