Senators considered senior level executive branch nominations on the Senate floor. It was the Senate’s role to confirm nominees sent to it by the President if members deemed to do so. According to Congressional Quarterly, about a dozen nominations had been held up by Senators who had either opposed a particular nominee or to those who are concerned about the Federal response to issues that affected their constituents. close
