Defense Secretary Ashton Carter and Joint Chiefs of Staff Chair General Joseph Dunford held a news conference on combating ISIL.* Secretary Carter confirmed news reports of the death of ISIL’s second-in-command, saying “We are systematically eliminating ISIL’s cabinet.
