President Clinton spoke on the South Lawn of the White House before signing the so-called motor voter legislation, which is intended to simplify the voter registration process by making voter registration possible at drivers license branches and social service agencies. The president was introduced by Vice President Gore and Mr. Shulkin, a student involved in voter registration. The ceremony was attended by representatives from Congress, the NAACP, the National Organization for Women, and representatives from the entertainment industry. The legislation will go into effect in 1995. close
